Park City Council Position Open Only to City Residents
A midterm City Council seat in Park City is open only to residents, causing eligibility issues.

An individual residing outside the Park City limits applied for a midterm appointment to the City Council but was found ineligible due to residency requirements. City officials did not disclose details about the application, including the applicant's residence. Over the years, several individuals have expressed interest in Park City elected positions without being residents. To qualify for the City Council or the mayor's position, candidates must reside within the Park City limits for at least 12 consecutive months.
The boundaries of Park City encompass areas from McPolin Farm to upper Deer Valley, including parts of Park Meadows and Quinn's Junction. The Snyderville Basin, which lies outside these municipal boundaries, has a Park City postal address, but residents there are not considered city residents. This has led to some confusion, as residents of the Snyderville Basin often identify as Park City residents despite being outside city limits. However, they can pursue other elected positions, such as County Courthouse roles or seats on the Park City Board of Education.
As of Friday morning, City Hall reported that no eligible applications for the council appointment had been received. The vacancy arose due to Mayor-elect Ryan Dickey's recent electoral victory. The appointed individual will serve the remaining two years of Dickey's term, which concludes in early 2028. To continue in office, the appointee must win a full four-year term in the upcoming 2027 election.
The application deadline for the vacant council seat is 5 p.m. on January 5. City officials plan to interview candidates before making an appointment on January 15. Candidates must meet several eligibility criteria, including:
- Residency within Park City limits during the council term.
- Registration as a voter within Park City limits.
- Continuous residency in Park City for at least 12 months.
- No declaration of mental incompetence.
- No felony convictions.
Candidates are required to provide insights on municipal government roles and identify key issues for the city. Currently, there has been minimal discussion regarding potential candidates, aside from those who previously ran for council seats this year.
